The Dominican Republic ATC System
CATCA has been contacted by the union representing Air Traffic Controllers in the Dominican
Republic, the Asociación Dominicana de Controladores Aéreos (ADCA). We have been credibly
informed of very disturbing situations in the Dominican. We have verified the information we
received from ADCA through other international sources.
The government in the Dominican Republic is actively trying to silence the voice of the
controllers who are raising safety concerns about their ATC system. In some cases workers
have been dismissed from their jobs. In other cases, workers have been arrested for engaging
in peaceful information picketing and other legal activities.
The International Transport Federation (ITF) has issued a press release questioning the safety
of the Dominican system. An ITF representative who travelled to the Dominican on a fact
finding mission was immediately arrested upon arrival and detained for several hours.
CATCA has been called upon to raise awareness of the dire situation in the Dominican Republic
and we have begun writing officials here in Canada. The letter attached has been sent to our
Minister of Foreign Affairs and more letters will follow to other Canadian officials. As we send
more letters, we will post them on our website and our Facebook page.
We stand united with our Brothers and Sisters in the Dominican Republic and we stand united
with ADCA. No government anywhere can be allowed to compromise the safety of air traffic
